No, unless Seebo says other wise. Seebo has been farming, and on top of that, the only report where I see the "114" spearmen is a report where 5 of 7 spearmen die.

I have to say no... unless he is willing to let an officer take a look at his account by sitter to make sure everything checks out. Also Would help if there is someone in the alliance who speaks his native language and could translate somethings for him as there will be MM's containing vital information and orders he will need to be able to understand in order to be a valuable member of this alliance.
